The CPHN Exam: A Guide to the Certified in Public Health Nursing Credential

A new national certification built specifically for public health nurses is on the way. Here is what it is, who is behind it, and how to get a head start.

What is the CPHN credential?

The Certified in Public Health Nursing (CPHN) credential is a specialty certification designed to recognize the distinct blend of nursing practice and public health science that public health nurses use every day. For years, nurses working in population health had no certification built just for them. The closest option was the broader Certified in Public Health (CPH) credential, which covers public health generally rather than the nursing-specific competencies at the heart of the role.

The CPHN is meant to close that gap. It is intended to validate that a nurse has the foundational knowledge and practical judgment expected in contemporary public health nursing, from community assessment through program evaluation.

Who offers it, and when does it launch?

The certification is being developed by the National Board of Public Health Examiners (NBPHE), the organization that has credentialed public health professionals since 2008 through the CPH program. In response to long-standing demand from public health nurses, the NBPHE began building a nursing-specific certification with the support of a public health nursing advisory committee.

The exam content is grounded in a formal Job Task Analysis the NBPHE completed in 2025, which surveyed the real-world tasks of public health nurses to define what the exam should measure. The question-writing process began in December 2025, and the exam is expected to launch around 2027. Because the program is still in development, some details, including eligibility requirements, fees, and the exact test format, will be confirmed by the NBPHE closer to launch.

Why the CPHN matters

A specialty credential does a few things at once. It gives public health nurses a recognized way to demonstrate their expertise to employers, it sets a shared national standard for the role, and it signals a commitment to the field through ongoing professional development. For nurses building a career in population and community health, being among the first to hold the credential can be a meaningful differentiator.

What we know about the exam so far

The exam is organized around seven competency domains drawn from the 2025 content outline, each weighted by how central it is to public health nursing practice. The largest share of the exam focuses on assessment and analysis, with strong emphasis also on communication, cultural competence, and foundational public health systems knowledge.
